Vamos a impulsar el establecimiento de "ecotasas", enmarcada en las potestades emergentes de la práctica de la Autonomía Municipal.
El desarrollo industrial en el Municipio hace que las empresas obtengan beneficios, intangibles para la socedad civil.
Estos beneficios, además de ser lícitos y productivos, necesariamente provocan determinados niveles de contaminación, nocividad para la salud, y malestares a la población.
La función de las ecotasas contribuirá a compensar la distribución desigual del uso de los bienes ecológicos de la comunidad, sobre los que tiene los denominados derechos difusos y de tercera generación.
Como no se trata de un impuesto, requiere una contraprestación, que es la recuperación de los costes ambientales comunes, mediante un servicio de prevención y control en cabeza del municipio, y la realización de obras mitigadoras de el uso empresario.
Nuestra propuesta además, incluye, necesariamente, mecanismos de participación y control efectivo por parte de la comunidad, de lo recaudado por este tributo ecológico, para asegurar su efectivo uso.
